 The European Community is to impose    
 limited sanctions against Syria for its
 alleged terrorist involvement.         
                                        
 The sanctions comprise a ban on arms   
 sales to Syria, suspending high-level  
 visits to or from Syria, surveillance  
 of its airline and a review of the     
 actions of Syrian diplomatic mimsions  
                                        
 Only Greece did not back the plan,     
 which was agreed at a meeting of EEC   
 foreign ministers in London.           
                                        
  The United States Govjrnmjnt has     
 welcomed th  EEC's move and said it    
 will take further action against S tia.

    BACKGROUND
    
                                        
 European Economic Community ministers  
 have agreed to impose limited sanctions
 against Syria.                         
                                        
 It is the second time Sir Geoffrey Howe
 has attempted to persuade the EEC to   
 take action, and the measures approved 
 do not go as far as the British bid to 
 sjvjr diplomatic links.                
                                        
 But the package seems to meet Sir      
 Geoffrey's wish for a "clear signal"   
 that the 12 will not tolerate terrorism
                                        
 The joint statement explicitly condemns
 terrorism, adding "we wish to send     
 Syria the clearest possible mjssagj    
 that what has happened is completely
