 The Prison Officers' Association has   
 condemned a report bz the Prison Reform
 Trust on Britain's worst jail riots.   
                                        
 The report into disturbances at 18     
 prisons last summer said the rioting   
 was caused bz violence among prisoners 
 and poor communications.               
                                        
 There were also a small number of      
 prison officers who incited trouble,   
 the report said.                       
                                        
 The POA said such an allegation was    
 inconceivable, adding that it was      
 considering legal action against the   
 PUT over its "disgraceful" accusation.
