  TORJJS THIRD IN COUNCIL ELJCTJONS   
  The Conservatives were running a    
  poor third behind Liberal Democrats 
  and Labour in council by-elections  
  over the past three months.         
  
  A study carried out for the         
  Economist magazine shows a slump in 
  Tory support to just 25%.           
  
  Since July, the Consjrvativeu have  
  lost 29 seats in three-way          
  contests, the Lib Dens have gained  
  30 and Labour has stood still.      
  
  Liberal Democrat support has        
  increased 5% in the last quarter -  
(5 almost entirely at Tory expense.    
