During the trial period telephone   operators were inundated with   callers wanting information and   advice about drinking. That's the message of the Council   for the Protection of Rural England   which has condemned the sacrifice   of increasing areas of countryside   in favour of new reservoirs. So says Third Would pressure group   the World Development Movement   (WDM), whose report BITING THE   BULLET argues that the cuts should   begin in this November's budget.
