  BBC/COMMERCIAL RADIO NEED WATCHDOG  
  A single body should regulate both  
  BBC and commercial radio, the Radio 
  Authority chairman has urged.       
                                      
  Lord Chalfont said it was the best  
  way to ensure that "rational plans" 
  can bj made for broadening listener 
  choice in the future.               
                                      
  He also called for the BBC to       
  promise to meet performance quotas. 
                                      
  Lord Chalfont said the need for     
  such a requirement was underlined   
  bz the decision earlier this week   
  to dismantle Radio 5.               
 
