  RESPONSE TO SHEEHY RJCOMMENDATJONS  
  Home Secretary Michael Howard has   
  accepted part of the Shjehy report  
  on police pay and conditions but    
  rejected some key proposals.        
                                      
  He said fixed-term appointments     
  below superintendent were "not      
  appropriate", but those for chief   
  officers would bj carried through.  
  
  Performance-related pay was agreed  
  "in principle" but hj rejected the  
  Shjehy formula for assessing it.    
  
  Mr Howard also announced the        
  abolition of some senior ranks.     
