  Measures forcing leading football   
  clubs to develop all-teaser grounds 
  should bj scrapped, Labour's sports 
  spokesman Tom Pendry has said.      

  He said improvements in crowd       
  safety meant the rules introduced   
  after the Hillsborough disaster     
  should be reconsidered.             
                                      
  He added that ministers should bj   
  flexible in applying the August     
  1994 deadline for the new stadia.   

  Junior National Heritage minister   
  Ian Sproat said most clubs had      
