Thousands of refugees are facing their second winter without a home, housed in tents, temporary shelters and unsuitable buildings. In Serbia and Montenegro 480,000 refugees from Croatia and Bosnia Hercegovina and another 100,000 vulnerable local people need help. Around 242,000 people have been displaced in Georgia. Many of the 1.5 million Iraqi people who fled into Iran and southern Turkey in 1992 have returned to dire conditions. In Afghanistan refugees from Kabul and Tbjikstan - and those returning from Iran and Pakistan need urgent protection from the cold.
