  population - and thousands remain   
  unhorsed since the 1988 earthquake. 

  Many of the 1.5 million Iraqi       
  people who fled into Iran and       
  southern Turkey in 1992 have        
  returned to dire conditions.        
                                      
  In Afghanistan refugees from Kabul  
  and Tajikstan ] and those returnrng 
  from Iran 1nd Pakistan need zrgunt  
  protection from the cold.           
