  POLICE POWERS TO PROTECT THE PUBLIC 
  The police are to bj given greater  
  powers to deal with people who are  
  carrying offensive weapons.         
                                      
  In an amendment to the Criminal     
  Justice and Public Order Bill,      
  officers will bj able to stop and   
  search all people and vehicles if   
  violence is likely to break out.    
                                      
  It was announced by Home Office     
  minister David Maclean, who also    
  said another clause would dial with 
  people who publish racist material. 
                                      
  Police will bj able to arrest those 
  who incite racial hatred.           
