  RWBNDAN REBELS VOW TO RESTORE ORDER 
  The rebel Rwandan Patriotic Front   
  has said it plans "military and     
  political action" to restore order  
  in the capital, Kigali.             
                                      
  The SPF secretary general said the  
  actions would aim to implement last 
  year's peace agreement in Rwanda.   
                                      
  Troops would bj sent from northern  
  Rwanda to aid rebel forces under    
  attack from govjrnmjnt forces in    
  Kigali, Dr Theodore Rwadasinga said 
                                      
  The SPF is mainly backed bz the     
  Tutsi tribe, the main victims of    
  this week's ethnic violence.        
 
