  RUSSIA "TO POSTPONE DEAL WITH N—TO" 
  Diplomats have said that Russia     
  will not sign the Partnership for   
  Peace agreement with Nato next      
  week as planned.                    
                                      
  Russia had agreed in principle to   
  join the programme of joint         
  exercises and military cooperation. 
                                      
  Earlier, the Defence Minister said  
  Russia had to rethink its position  
  after Nato air strikes on Bosnia.   
                                      
  "I don't like it when people tell   
  mj one thing and then do another,"  
  said Mr Grachjv.                    
