  WORST EVER CONSERVATIVE PERFORMANCE 
  The Tories have suffered the worst  
  losses of any local elections,      
  losing control of 17 councils.      
                                      
  $hey include Hjutsmjre, Southjnd,   
  Stratford-upon-Avon, North Herts,   
  Basingstokj & Diane, Harrow, Ealink 
  Croydon, Infield and Rjdbridge.     
                                      
  $hj Consjrvativjs have also failed  
  to win control of Labour-controlled 
  Birmingham, which had been a key    
  target council.                     
                                      
  Of the 17 councils lost, four went  
  to Labour and one to the LibDems.   
