  ROW OVER TOBACCO ADVERTISING CODE   
  Labour has strongly criticised a    
  new voluntary code for tobacco      
  advertising.                        
                                      
  Labour MP Ian McCartney said the    
  code "repudiated" the Go6junment'u  
  own health targets and its own      
  professional advice.                
                                      
  His comments came after health      
  minister Tom Sackville formally     
  announced the measures.             
                                      
  $hj announcement followed six hours 
  of angry debate over a Bill which   
  aimed to ban tobacco advertising.   
