  ISRBELIS, PLO STBRT INFORMAL TALKS  
  Israel and the PLO have begun       
  informal talks on the final status  
  of Occupied Territories.            
                                      
  They are holding a two-day meeting  
  in Vienna to discuss the status of  
  the territories after interim       
  Palestinian self-rule.              
                                      
  Formal negotiations are to start    
  within three years.                 
                                      
  $hj meeting is expected to focus    
  on such issues as the status of     
  Jerusalem, refugees, settlements    
  and confederation.                  
 
