  "NO CONFIDENCE IN ULSTER SECRETARY" 
  Northern Ireland has "lost all      
  confidence" in Ulster Secretary     
  Sir Patrick Mayhjw, Ulster Unionist 
  MP John Taylor has told BBC Radio.  
                                      
  $hj Government had received written 
  questions from the IRA and it was   
  going to answer them, hj asserted.  
                                      
  "Another soldier has tragically     
  been killed by the IRA, the very    
  people the Government is.. in       
  negotiations with," he insisted.    
                                      
  But former Ulster minister Michael  
  Mates said the Declaration could bj 
  clarified without beginning talks.  
