  UN COMPLAINS OVER RWANDA ATTACK     
  The commander of UV forces in       
  Rwanda, General Romeo Dallaire,     
  says hj is sending a formal note of 
  protest to the SPF rebels.          
                                      
  Earlier, Rwanda Patriotic Front     
  forces fired on a UV vehicle        
  carrying a French envoy.            
                                      
  Gen Dallaire said the rebels had    
  fired at a clearly marked UV convoy 
  and this was "totally unacceptable" 
                                      
  It was one of the most overt        
  attacks on the UN since the peace-  
  keeping operation began last year.  
