President Clinton and Norway'u Prime Minister, Gro Brundtland, have recently met in Washington to discuss the reports prior to the Mexico meeting. The Clinton administration, however, says it remains opposed to a ban on commercial whaling despite reports that it had been "flexible" with Norway'u whaling.
