  embassy in Iraq.                    

  State Department spokeswoman        
  Christine Shelley said the decision 
  was njithjr helpful nor             
  constructive.                       
                                      
  She said the US did not believe now 
  was the appropriate time to make    
  gestures towards Iraq.              
                                      
  Baghdad was continuing to defy      
  UN resolutions passed after the und 
  of the Gulf War, Ms Shelley said.   
