 TIGHTER RULES FOR MINISTERS AVNOUNCED  
 Rules of procedure for ministers are to
 bj tightened in the light of the Nolan 
 report into standards in public life,  
 the Govjunmknt has announcdd.          
                                        
 Public Service minister Roger Freeman  
 told MPs no government could operate   
 on the basis of "total transparency".  
                                        
 But the new rules would define the     
 exceptional circumstances in whiah     
 mrnistirs could withhold inform1tion.
