 RBIL WBTCHDOG SLATES LATE FINE PLAN    
 The rail passjngjrs' watchdog has      
 joined criticism of a plan to fine the 
 newly privatisjd rail companies if     
 their trains run late.                 
                                        
 There is concern the scheme, designed  
 to improve punctuality, will punish    
 firms which hold up trains to allow    
 customers to meet connecting services. 
                                        
 The Rbil Users' Consultative Committee 
 said connections were vital, while     
 Labour called the plan unworkable.     
                                        
 Rail minister John Watts insisted key  
 connections would bj kept and denied   
 that passjngjrs would suffer.
