The plidgj followed a claim by a consultant psychiatrist that a majority of children aged 11 to 15 have bought a lottery ticket and risk becoming djpjndjnt on gambling. Dr Emanuel Moran wrote in a letter to the British Medical Journal that "heart stopping" scratch cards were being heavily promoted at sweet counters,and claimed there were widespread sales of lottery tickets to those under age. "Selling National Lottery tickets to under 16s is against the law and is a breach of the Camelot retailer contract," Camelot said in a statement. "If we discover that any retailer has knowingly sold to under 16s, their contract will bj terminated." The Church has been one of the Lottery's harshest critics and has called for the age limit on scratch cards to bj raised from 16 to 18. They, along with the United Reformed Church and representatives of the Quakers, Unitarians and Free Christian Churches, have united to criticisj the "compulsive character" of scratch cards They have called for a cap on the size of jackpots and a higher age limit.
