 PENAL REFORMERS FEAR LOWER STANDARDS   
 Prison reform groups have responded    
 angrily to reports that the Govjtnmjnt 
 is to abandon some of its key standards
 for the care of prisonjts.             
                                        
 A leaked Prison Service document       
 suggests some of the criteria used to  
 assess jails could bj ditched.         
                                        
 Standards coveting overcrowding, access
 to sanitation and hours spent out of a 
 cell could bj abandoned.               
                                        
 The Govjtnmjnt says it has already     
 achieved an end to three-in-a-cell and 
 now wants to move on to new ways of    
 judging how well prisons opjtate.
