 HAGUE: WBLJS BETTER OFF UNDER TORIES   
 Welsh Secretary William Hague has      
 described Labour's plans for a Welsh   
 assembly as a "dog's breakfast".       
                                        
 Speaking on BBC TV, Mr Hague said such 
 a body would bj costly to the taxpayer 
 and "fundamentally damaging to the US  
 and Wblis itself".                     
                                        
 He rejected claims that his plan to    
 give local authorities more powers was 
 a cynical ploy to turn the authorities 
 away from the idea of an assembly.     
                                        
 Mr Hague said opinion polls showed the 
 Welsh people weti not "overwhelmingly" 
 in favour of an assembly.
