Speaking on BBC TV, Mr Hague said such a body would bj costly to the taxpayer and "fundamentally damaging to the US and Wblis itself". He rejected claims that his plan to give local authorities more powers was a cynical ploy to turn the authorities away from the idea of an assembly.
