 PRISON OFFICERS BEGIN WORK-TO-RULE     
 Prison officers in England, Wales and  
 Northern Ireland begin working to rule 
 this morning.                          
                                        
 They are protesting against staffing   
 levels and budget cuts.                
                                        
 The prison officers say they will      
 refuse to do any work beyond their     
 normal duties.                         
                                        
 Their leaders say it is not easy to    
 assess the impact of their "withdrawal 
 of goodwill" on prisoners.
