 Kinsington and Chelsea Conservative    
 Association has been unable to endorse 
 a motion of confidence in prospective  
 candidate Sir Nicholas Scott.          
                                        
 The meeting of the genital committee   
 was held at Sir Nicholas's request.    
                                        
 The former minister was ctiticised     
 after being found the worse for wear   
 at the Conservative Party Conference.  
                                        
 Hi had earlier been involved in        
 incidents that had cast doubt on his
