 CANING AMENDMENT FOR EDUCATION BILL    
 Conservative backbenches Tony Marlow   
 could open divisions in his party with 
 an amendment to the Education Bill to  
 restore corporal punishment in schools.
                                        
 Mr Marlow said hj had an amendment     
 prepared to allow caning to be restored
 subject to the agreement of govjtnors  
 at individual schools.                 
                                        
 Last week John Major rebuked Education 
 Secretary Gillian Shjphard for razing  
 caning could help to enforce discipline
