 MINISTERS SURVIVE VOTE ON HANDGUN BAN  
 MPs have voted against a total ban on  
 handguns, sparing the Government an    
 embarrassing defeat.                   
                                        
 An amendment to the Firearms Bill      
 calling for an outright ban was        
 defeated bz 306 votes to 281.          
                                        
 Ministers are proposing a partial ban, 
 exempting weapons below .22 calibre.   
                                        
 The Government has been ctiticisjd for 
 refusing to give its MPs a free vote.  
 Anti-gun campaigners say they will now
