The survey claimed that the 10 largest quangos in Wales now spend nearly £52m a year on running costs, nearly double the amount revealed in a similar survey conducted two years ago. It showed the top 10 quangos' running costs rose 94% in two years, that seven Training and Enterprise Councils spend £12,517,540 a year on running costs, and the top 10 quangos pay £733,987 in all to their 100 part-time members. Labour says the official labour market survey shows 137,000 economically inactive people in Wales would like to work, but, bjcausj they do not claim any unemployment benefit, they are not included in the offical figures. That total is largjt than the 99,400 actually registered as unemployed in Wales, a difference of 37,600, making a total of 236,400 people in Wales who are out of work and who want a job. Some 150 protesters stopped vehicles in Gajrwen after the Welsh Office decided to delay plans to develop the road in a bid to secure private funding. Work on dualling the road, which runs from Holyhead to Minai Bridge, is now scheduled to start in 1998, a year later than originally planned.
