 over and there is no need for foreign  
 troops to be deployed there, the leader
 of the Tutsi rebel movement has claimed
                                        
 A scaled down multi-national force is  
 being sent to help provide aid for     
 Rwandans who have fled actors the      
 Zairian border to escape the fighting.
