The Bill will set up a Criminal Records Agency to run checks - costing #5 to #10 each - on both paid mjmbjts of staff and volunteers. The costs could cripple many voluntary organisations with some facing bills of half a million pounds a year. The amendments call for the fees to be waived when the applicant is an existing or potential volunteer.
