The Cold 'eathjt Payments (+ind Chill Factor) Bill introduced bz A4drey 'ese MP acknowledges that factors othjt than temperature affect fuel costs. Taking wind chill into account in triggjting cold weathjt payments will make the system more sensitive to older people's actual heating costs. The Bill will mean extra cash for many oldjt people when it feels cold.
