A new report, Culture as Commodity, bz the Policy Studies Institute, looks at volunteers' work in museums and galleries as well as the arts. It amounts to the equivalent of 4,300 full-time jobs or eight per cent of the sector's paid labour force. Depite volunteers' efforts, a third of supported arts bodies operated at a deficit in 1993-94, says the report. Run by the National Children's Bureau, it aims to increase health care skills of foster carets and staff who care for children and young people.
