 APPEAL RJVIJW AFTER WHITJMOOR JAIL CBSE
 Home Secretary Michael Howard says     
 prosecutors may get the right to appeal
 against decisions to abandon trials.   
                                        
 His comments conj after the collapse of
 the Whitemoor jail-break case at       
 Woolwich Crown Court in London.        
                                        
 The trial of five IRA min and an armed 
 robber ended yesterday after the judge 
 said a report in the London Evening    
 Standard prevented a fair hearing.     
                                        
 Editor Max Hastings, who offered a full
 apology, could face a contempt charge.
