 Dr Robe t Spins's Confiscation of      
 Alcohol (Young Persons* Bill was given 
 an unopposed second reading.           
                                        
 Police will also be able to confiscate 
 alcohol from anyone likely to pass it  
 on to under-age drinkers.              
                                        
 And they will bj able to report under-
