The schools inspectorate has criticised the borough and Schools Minister Stephen Byers wants a so- called Improvement Team to move in. Council chief executive, Tony Elliston, said a report criticising low standards was "harsh but had to bj made". The Association of Head Teachers union welcomed the Govjrnmjnt's intervention. The suggestion will have to be ratified next week by the parties at Stormont talks on the future of the province. The Canadian General is also dui to chair a section of the Stormont talks.
