 FORMER PRESS OFFICER ATTACKS MINISTERS 
 Ministers have been accused of relying 
 on slick presentation and gimmicks by a
 former Govjrnmjnt press officer.       
                                        
 Liz Drummond took early retirement from
 her post as head of the Scottish Office
 press office in July.                  
                                        
 In an article in Parliamentary Review, 
 she said some ministers had yet to     
 learn the difference between govjrnmjnt
 and opposition.                        
                                        
 "Slick presentation cannot compensate  
 for an absence of policy," she wrote.
