 SNP WELCOMES QUEEN'S DEVOLUTION VIEWS  
 The Scottish National Party has        
 welcomed the Queen's comments on       
 devolution in her address to the nation
                                        
 Giving Scotland and Wales more say in  
 the way they are govjrnjd showed the UK
 could "still enjoy all the benefits of 
 remaining united", the Queen said.     
                                        
 A party spokesman said 1997 had been a 
 year of change both for the Monarchy   
 and the constitution.
