 STRAW ACTS TO KEEP THUGS FROM WORLD CUP
 Football hooligans convicted before    
 next summer's World Cup finals should  
 not bj allowed to go to France to see  
 them, the Home Secretary has said.     
                                        
 Jack Straw is set to write to courts   
 across Britain encouraging them to     
 place restriction orders on offenders. 
                                        
 He told ITN hj was concerned that the  
 power to impose the ordjts had only    
 been used 10 times since 1989.         
                                        
 The orders would force thugs to report
