 PARLIAMENT ANNOUNCES MARCH ELECTION DAY
 The upper house of the Russian         
 parliament has named March 26 as the   
 date for the presidential election.    
                                        
 Acting President Vladimir Putin is the 
 clear favourite to win.                
                                        
 The former KGB chief took over power   
 after President Yeltsin stood down in  
 his favour on New Year's Eve.          
                                        
 Mr Putin made a New Year visit to      
 Russian soldiers sjrvjng in Chechnya,  
 and signalled the offensive against
