 GOVERNMENT MPs CLASH OVER VOTE REFORM  
 Labour MPs have clashed over           
 proportional representation after      
 internal party documents suggested     
 strong resistance to voting reform.    
                                        
 One said that 1,250 submissions in a   
 party consultation exercise opposed    
 reform — while just 350 backed change. 
                                        
 Labour's manifesto commitment for a    
 referendum on reform could now bj      
 dropped, said MP Fraser Kemp.          
                                        
 But pro-reform MP Stephen Twigg said a
