 PRODUCTIVITY HIT AS EMPLOYMENT RISES   
 The UK has achieved higher employment  
 than most of Europe but at the cost of 
 lower productivity, a new study claims.
                                        
 The UK has one of the best employment  
 rates for adults in Europe, with nine  
 out of 12 British regions ranked in the
 top half of EU league tables produced. 
                                        
 But the Business Strategies study      
 lists every region except London in the
 bottom half of productivity tables.    
                                        
 The survey covered 170 regions across  
 all EU countries using figures based on
 1996 estimates.
