 BLAIR PLEDGE TO PRESS ON WITH REFORMS  
 Government will not be deflected from  
 its modernisation programme, the prime 
 minister, Tony Blair, has said.        
                                        
 In a speech in east London he said it  
 was necessary to stick to a vision —   
 "The daily headlines, the passing      
 frenzies — all that comes and goes."   
                                        
 "Reform is hard, it causes dissent, it 
 upsets vested interests," he went on.  
                                        
 "It can seem unfair, even when its     
 very purpose is greater fairness in the
 long term," said mr Blair.
