He will take charge for the opening Six Nations clash at home to France. Coach Graham Henry is understood to have felt the time was right for a change, despite Howley leading Wales to 10 wins in their last 12 Tests. Cardiff skipper Young spent six years in rugby league with Leeds and Salford and won 13 Welsh rugby league caps. He made his union debut for Wales as a 19-year-old in the 1987 World Cup. The sin bin, where players can be sent for 10 minutes, will be introduced from next Saturday, along with other changes to the scrum and line-out laws. The new laws will also be in use for the rest of the Heineken Cup, the Super 12 tournament and Tri-Nations series. The IRB will then review the changes at their annual meeting in March.
