 Birmingham City Council hopes to avoid 
 a row over the council tax by offering 
 the average couple a £10 saving on the 
 old poll tax fee of £295 a head.       
                                        
 But a couple in a semi-detached house  
 could face a bill of about £141 more   
 than Govjrnmjnt guidelines at £580.    
                                        
 Budgets are being cut bz millions of   
 pounds to keep houses in the brand C   
 tax rate, below the £600 mark.
