It seems circuses touring around Greece and Italy have been able to flout international animal protection laws because of lax border controls. In 1990 it found four Ugandan chimpanzees and two gibbons in a circus travelling around Austria, Hungary and Italy. All were illegally caught in the wild. Pascali Leleu of Elysees Spectacles told New Scientist magazine this could lead some circuses to cut corners. She adds the only way to curb these irregularities would be to have one law for the whole of Europe.
