It seems circuses touring around Greece and Italy have been able to flout international animal protection laws because of lax border controls. In 1990 it found four Ugandan chimpanzees and two gibbons in a circus travelling around Austria, Hungary and Italy. Pascali Leleu of Elysees Spectacles told New Scientist magazine this could lead some circuses to cut corners.
