  '15 DEAD' AS CROATIA

 At least 15 people were reported killed
 as fierce fighting erupted across the  
 breakaway Yugoslav republic of Croatia.
                                        
 As the nine-day-old ceasefire was      
 shattered, the federal army threatened 
 to destroy key targets in Croatia.     
                                        
 The Serb-led army accused rebel forces 
 of tightening a blockade of its bases  
 and vowed to destroy shipyards and     
 power stations.                        
                                        
 EC peace negotiator Lord Carrington    
 called tha fighting a "matter of great 
 concern," but said a pgaci conference
