  GOVERNMENT OPTIONS            
  OPEN FOR SPRING POLL          
                                        
 The Govjrnmjnt set an early date for   
 the new session of Parliament, sparking
 suggestions that it is clearing the way
 for an election in early spring.       
                                        
 Commons leader John McGregor said the  
 Queen's speech would take place on the 
 relatively early date of October 31.   
 Last year it was held on Novjmbjr 7.   
                                        
 Whitehall sources stressed the reason  
 was the heavy workload with the major  
 piece of legislation being the Bill to 
 replace the poll tax.                  
                                        
 But some experts believe the decks are 
 being cleared for a General Election in
 the spring.
