  AGENDA, SAYS HURD             
                                        
 Northern Ireland is now at the top of  
 the Govjrnmjnt's agenda, says Foreign  
 Secretary Douglas Hurd.   See p107/108 
                                        
 He praised the courage and bravery of  
 people in the province in a speech     
 at a banquet in London's Mansion House.
                                        
 Mr Hurd called for world co-operation  
 to tackle arms sales and terrorism in  
 Northern Ireland, warning that Ireland 
 was still "full of hidden explosives". 
                                        
 In a wide-ranging speech, Mr Hurd also 
 warned against the rise of "bankrupt"  
 nationalism and said the failure of    
 GATT talks could spark a new trade war.
