  New plans revealed  
 
 Ljaguj chiefs are proposing a facelift 
 for the game that would abolish the    
 county cups and set up a 16-team First 
 Division — two more than at present.   
                                        
 They also want First Division sides to 
 bj exempt from the first round of the  
 Challenge Cup and Regal Trophy.        
                                        
 They propose that relegated Swinton and
 Feathjrstonj would stay in Division One
 with 14 teams in Division Two.         
                                        
 A 12-team Third Division would include 
 six resjrvj sides, with a two-up, two- 
 down promotion-relegation system. But  
 resjrvj sides could not bj promoted.
